ACTUAL ISSUES OF HUMAN RESOURCES FOR THE UNITED TERRITORIAL COMMUNITIES IN UKRAINE

Annotation:

The article explores the specifics of the staffing of the united territorial communities, the main problems in the formation of a qualitative and quantitative composition of officials and specialists of local self-government bodies, the perfection and sufficiency of the regulatory framework for the process governing the creation of capable territorial communities, the role of a competence approach in the formation of a new generation of personnel, іnstitutional and educational environment, for the enhancement of their professionalism and competence. The role of the personnel component in the development of capable territorial communities and the main problems arising with their staffing are determined. The directions of the training of highly professional employees of the executive bodies of capable united territorial communities have been noted to accelerate the reform of the power decentralization in Ukraine.
