THEORETICAL BASES OF PUBLIC ADMINISTRATION IN THE FIELD OF EMERGENCY SITUATIONS AND TECHNOLOGICAL SAFETY AT THE REGIONAL LEVEL

Annotation:

The article deals with the theoretical foundations of state management in the field of emergencies and technological safety. The author defines the notion of "emergency", "prevention of emergencies", "emergency response", etc. The urgency of the study is determined primarily by the need to improve the system of public administration in the field of population protection from emergency situations to meet the needs of Ukrainian society in a safe social situation, driven by trends in the growth of losses and damage to the population due to dangerous natural phenomena, industrial accidents and catastrophes. The analysis of the degree of research in the scientific literature of the problem of state management of population protection in emergency situations has shown that existing scientific works cover only a few issues in this area, including the economic mechanisms of management of natural and technological disasters, organizational and managerial aspects of prevention and elimination of emergency situations, management of life safety and state supervision and so on. Scientists pay attention to the specific features of state management in the field of prevention of emergencies, in particular risk research, information provision decision-making, labor in special conditions. The effectiveness of the regulatory influence of the state reflects the state of technogenic safety. The proposed measures of regulatory influence of the state are directed at: prevention of emergencies of anthropogenic nature; localization of man-made disasters and liquidation of consequences of their consequences; Improvement of the activities of the SNSU units of Ukraine. Further scientific investigations should focus on the development of theoretical and practical recommendations aimed at preventing emergencies and responding appropriately in case of emergencies.
