PUBLIC ADMINISTRATION OF MODERNIZATION OF THE CITY PUBLIC TRANSPORT SYSTEM

Annotation:

The article explores the state and main problems of the development of public transport in Ukraine and the city of Chernigov in particular. In the road transport market, where private carriers operate, the role of local government is to establish basic and additional requirements for passing a competition for the transportation of passengers on the public bus route, as well as investment requirements for competitions on updating the transport infrastructure on the basis of public-private partnership. Accordingly, public authorities require the renewal of vehicles and transport infrastructure, the establishment of GPS-trackers at the expense of road carriers and private investment. City electric transport and the corresponding infrastructure, which are in municipal ownership, are modernized due to, first of all, the local budget, as well as the State Regional Development Fund and the search for financing opportunities by international financial organizations. Analysis of the structure of costs for the purchase of trolleybuses showed that 18% of the cost of the investment project must be paid to the state budget.Therefore, as a measure to support the modernization of public transport in the city, it is proposed that the public authorities give preferential loans to purchase new transport, as well as preferential tax support for domestic producers.
