Annotation:

Relevance of the Problem. Ukraine is a young and independent state lacking its own experience in resolving the complex land related problems. Many countries on different continents do have such experience. Exploring such requirements will facilitate to avoiding the mistakes when handling such problems in Ukraine. Problem Statement. The core problem is that the land reform has not been completed so far. Analysis of the latest research and publications. Analysis of the latest research and publications has unveiled that settlements of the land related problems has been lasting for a while, always implying consideration of the national specifics of any country. Outlining and resolving the elements of the general problem. The severest element of the land related problem in Ukraine, which has been still outstanding is unavailability of the free market of the agricultural land sale. Objective Setting: Studying and analyzing the history of the land relations, land management and land cadastre development in Turkey The Core Information Overview. Turley experienced the multistage history of solving the land related problems, with Seljuklar period being the initial stage. At that time the system of the land ownership was formed encompassing the three types of land ownership - the state, community and private ownership form. In the 14th century Osman I founded the Ottoman Empire. The further history of Turkey has been created by his descendants. Those days the agriculture was of in kind nature.; An important role in enforcing the centralized monarchy in the ХVI century was the practice of allocating the conventional estates - timars, being nonhereditary allocations of the conquered lands, as allocated to the Sipahi, subject to serving the mandatory (most often military) duty. In the XV-XVI centuries the Turkish peasants enjoyed the right of steady and hereditary obtaining the right to the land. Upon collapse of the Sipahi system, the scope of their rights to the land has changed as well. Te rural population no more was able to retain the land for a long term, having merely retained the right to use the same. The land cadastre was first introduced in Turkey as far as at Ottoman Empire times, in the XV century. However, the first authority managing the land cadastre was established after Turkey introduced private ownership of land on May 21, 1847. In the 1830-1840s there were several reforms implemented, including final elimination of the Sipahi system. The land reforms were further implemented during the subsequent years and centuries, at the time of Mustafa Kendal at the early ХХ century. The land reforms are still on. Summary. The land related problem has been always the core one for all the people and all the states, regardless of their form and status, being included to all the parties' programs. Solving of the problem took dozens and hundreds of years. It had the beginning but it does not have an end.
